About Jamie
Jamie Killilea leads compliance at Fractional | UAE. He reviews the firm's risk and compliance guidance and works with regulated firms that need senior compliance leadership without a full-time hire.
Jamie has more than 20 years in financial services, across banking and insurance, in the UAE, the GCC and the UK. Most of that time was spent in financial crime compliance at a major international bank in Dubai, in roles spanning risk strategy, investigations, governance and reporting, and the bank's financial intelligence unit.
There he built regional, risk-based frameworks for anti-money laundering, counter-terrorist financing and sanctions, and ran the financial crime risk appetite exercise that set the bank's tolerances and escalation. He led quality assurance, control testing and gap analysis, oversaw suspicious activity investigations and reporting, and prepared management information for senior leadership and the Board. He also worked directly with the Central Bank of the UAE, the DFSA and UAE law enforcement, and trained and certified the bank's investigators.
Today his focus is second-line oversight for growing firms: frameworks that stand up to regulatory scrutiny, remediation of breaches and control gaps, and clear reporting to boards. He also runs practical legal and compliance clinics for SME owners in the UAE.
Jamie holds International Compliance Association certificates in Compliance Risk, Digital Compliance Risk and Financial Crime Risk, and is based in Dubai.
